For ICDF, the term cultural management means the administration of a cultural organization’s resources to deliver a cultural product or service to the largest possible audience or number of consumers, giving them the greatest satisfaction. (Source: Bernárdez López, Jorge. The Cultural Management Profession: Definitions and Challenges). One priority for cultural management in Latin America and the Caribbean is the need for action to advance poverty reduction, quality-of-life, and social equity in the region.
Specialized training is needed for the people in the cultural area responsible for managing plans, programs, and projects. Such cultural management training is increasingly drawing the attention of cultural policy-makers in Latin America and the Caribbean. But cultural organizations need prompt action in the short term to train or educate their project managers.
The people who design, execute, monitor, and evaluate cultural projects therefore need at least to know basic skills to properly manage resources and meet their objectives. These basic skill requirements include:
- Project design, preparation, and management
- Design of economic and social sustainability strategies
- Budget preparation and tracking
- Design of fundraising strategies
- Techniques for negotiating with the public and private sectors at the local, regional, national, and international levels
- Identification of strategic partners and partnership building
- Legal frameworks
The ICDF program will identify the region’s leading training programs, creating links and potential partnerships with countries in need of help. It will leverage existing training programs to strengthen human resources and cultural management training in the region, identifying the local and regional reach of these programs and cultural management training needs in Latin America and the Caribbean.
